Reinventing Government IT

Are you yearning to write software that really matters to your users, software that does more than line corporate pockets and all too often turn into soul-grinding work? That was my problem, and I solved it in an unexpected way - going to working for the French government's innovation programme of "State Startups". Government innovation may sound like an oxymoron. In the 2010 O'Reilly book Open Government Matthew Burton wrote: 'In recent years, the government has become almost completely dependent upon contractors for information technology (IT). So deep is this dependency that the government has found itself in a position that may shock those in the tech industry: it has no programmers of its own; code is almost entirely outsourced. (...) On top of keeping the government from innovating, the dependence on contractors hurts the country in much more tangible ways.' This talk is about how one small part of France's administrative machine managed to reinvent the world of government IT work, and where we plan to go from there. **Prerequisite attendee experience level:** Beginner

Frugal Innovation

Even when located in one of the largest cities on the continent of Africa, we still face many challenges when building software: lack of electricity, little to no connectivity particularly in rural areas, cash-based transactions, lack of an address system, and more. But out of these constraints come creative and innovative ways to address these unique challenges … and with it some frugal software innovation you might want to hear about.

Energy and Education Access for Remote Communities

There are 1.3 Billion people in the world living in darkness. Most of these communities don't even know what a light bulb is and are dependent on kerosene lamps for their lighting needs. In an age where we cannot live without electricity for one minute, where we are connected to the world every second, there are still a billion people whose life comes to a stop once the sun sets. The children are not able to study and even eating dinner is hard in complete darkness. How can technology enable these communities to have access to clean energy and enjoy the same light that you and I do back in our homes? How can we leverage technology to allow students with access to education and provide them the same opportunities as a student in New York or London?

Legacy Evolution – The Innovation Opportunity!

Every successful business is powered by legacy technology and applications which need to evolve. Vendors, Consultants and New Tech Enthusiasts all have the answer – Switch to Our Technology, Outsource, Use a New Language/Platform. Each of these options comes with major business and technical risks, and costs, and long uncertain delivery dates. In this talk we describe an alternative lean approach to legacy evolution that focuses on high value near-term tactical business and technical innovations. We focus on legacy data rather than legacy code which has been the primary focus for traditional legacy approaches. We illustrate common patterns for identifying high return opportunities and techniques for high payback. We discuss risk mitigation and management buy in for perceived high risk approaches.

The Universe, Unfolded: NASA Webb Space Telescope

Providing the earliest images of our universe, the James Webb Space Telescope (JWST) has pushed the frontier of space technology and deep-space imaging to a completely new level! Through a partnership with ESA (European Space Agency) and the Canadian Space Agency (CSA), its first full-color images and spectroscopic data were released on July 12, 2022. These images and data have fundamentally changed our understanding of the universe, allowing us to explore uncharted territories and revisit some old familiar sights in the universe. Hear from Dr. Kenneth Harris II, one of the lead integration engineers on the program to discuss the incredible images and innovations made possible by the JWST. What do these discoveries mean for the future of humankind both on and off this planet?
